STRATEGIC EVALUATION OF SOME EU PROJECTS PREPARED BY THE MINISTRY OF NATIONAL EDUCATION IN THE CONTEXT OF THE VISION OF VOCATIONAL EDUCATION

Abstract

The aim of this study is to evaluate the impact of the change in the vision of vocational education within the scope of the "Modernization of Vocational and Technical Education Project" (MTEM) and "Strengthening the Vocational Education and Training System" (MEGEP) financed by the EU, which was concluded by the Ministry of National Education. Vocational education is a type of education that increases the employability of students by providing vocational skills and is very important in the economic development of countries. Vocational education has gained even more importance in recent years due to the increasing need for human resources. This increasing importance obliges us to take some decisions about education locally and to transfer some responsibilities to local administrations as a means of development and development. In addition to this, it is necessary to set standards for each occupational group for an advanced vocational education and for citizens to take responsibility for a qualified vocational education. This study evaluates the studies on the development and standardization of the vocational education system through the projects made on this subject and sheds light on the development of the last twenty years.

  • Ünal Akyüz, PhD, Millî Eğitim Bakanlığı, Ankara, Türkiye Ministry of National Education, Ankara, Türkiye orcid.org/0000-0003-2135-9517
    Education Manager. He completed his primary, secondary and high school education in Sakarya. Akyüz, who received his bachelor's degree from Marmara University Turkish Language and Literature Department in 1997, completed his master's degree from Istanbul University New Turkish Literature Department. In 2000, he went to the United States for language education and between 2002 and 2004, he became a Research Assistant in the Department of Educational Administration at Nevada State University, USA, and completed his master's degree in the same department. He was entitled to receive his doctorate from Ankara University Faculty of Education, Department of Educational Administration and Policy in 2012. In MoNE, he carried out the preparation, implementation, monitoring and management duties of many national and international projects during his time as Ministry advisor, Head of the Projects Coordination Center at the Ministry of National Education, and head of the projects department at the General Directorate of Lifelong Learning. Internationally funded; he managed many projects with a budget of 250 Million Euros, including the restructuring of the Ministry of Education, vocational education, pre-school, democratic citizenship, lifelong learning, girls' schooling, special education and structural changes in secondary education. He carried out project and policy negotiations on behalf of the Ministry of Education with international organizations such as the World Bank, the European Union Delegation to Turkey, the Council of Europe, UNICEF, the Ministry of Labor, the Ministry of European Union and the European Education Foundation. In addition to conferences and trainings on national and international organizations and education projects, he continues his academic studies in the field of education management and policies.
